Boti: Study on the Natural Language Processing Chatbot of the Government of the City of Buenos Aires, Argentina

This report, produced by the Asociación por los Derechos Civiles (ADC) under the direction of Derechos Digitales and with the support of the International Development Research Centre (IDRC), examines the functioning of Boti, the natural language processing chatbot developed by the Government of the City of Buenos Aires. Through interviews, technical analysis, and regulatory review, the study explores the implications of this tool for privacy, personal data protection, and accountability in the public sector’s use of automated technologies.
While Boti has been widely recognized as an innovation in citizen services—especially during the pandemic—the report highlights significant concerns regarding informed consent, the handling of sensitive data, and the involvement of private actors without clear oversight mechanisms. In a context of increasing digitalization of state services, the document offers recommendations to strengthen AI governance from a human rights perspective.
