Rights and regulation of platform work in Latin America
This report examines the regulations governing digital platform work adopted in Latin America, with a particular focus on Chile, Colombia, Mexico, and Uruguay. Using a human rights framework, it analyzes how these laws address the challenges posed by algorithmic management and assesses the extent to which they strengthen protections for privacy, personal data, algorithmic transparency, non-discrimination, freedom of association, and decent work.
The report finds that, while the region has made important progress in developing dedicated regulatory frameworks, significant challenges remain to ensure effective protection for platform workers. Differences across legal models, implementation gaps, and the persistence of arrangements that sustain informality highlight the need for stronger regulations that align the growth of digital platforms with labor rights and human rights.
