EmpleaPY: Research on the automation of processes for employment policies in Paraguay
This report, produced by TEDIC under the direction of Derechos Digitales and with support from the International Development Research Centre (IDRC), analyzes the use of algorithmic tools in EmpleaPY, a Paraguayan government platform for private-sector job matching. Based on interviews, technical analysis, and documentary review, the study identifies both opportunities and risks in the automation of employment policies, with special attention to the country’s social and regulatory context.
Although the platform does not yet deploy advanced AI, the report raises concerns over the lack of transparency mechanisms, human rights impact assessments, and personal data protection, in a country without a comprehensive data protection law. As Paraguay plans to expand EmpleaPY’s capabilities with more sophisticated profiling and matching tools, the report offers key recommendations to ensure technological development does not deepen inequality or undermine fundamental rights.
