AI in Public Sector – Transparency Tool

This report examines the growing need for transparency and accountability in the use of artificial intelligence (AI) by public institutions and in the delivery of public services. While existing commitments on access to information, data protection, and public accountability already provide a basis for transparency, evidence shows significant gaps in their implementation when AI systems are deployed.

Developed by the “AI in the Public Sector” subgroup of the UNESCO CSO and Academic Network on AI Ethics and Policy between September 2025 and April 2026, this report proposes a transparency framework designed to respond to these gaps. It provides a practical template that can be used by government officials, civil society organizations, academics, journalists, and citizens to seek information about the use of AI in the public sector.
