SATPE: Analysis of the predictive system for prevention of school dropout in the state of Guanajuato, Mexico.
This report, prepared by Paola Ricaurte and Jacobo Nájera under the direction of Derechos Digitales and with the support of the International Development Research Centre (IDRC), analyzes the implementation of the Early Action System for School Retention (SATPE) in Guanajuato—a predictive model based on educational data aimed at identifying and preventing the risk of school dropout among secondary school students. Through document review, freedom of information requests, and interviews with key stakeholders, the study examines the institutional, regulatory, technological, and social context in which this tool operates.

While SATPE is valued for raising awareness about school dropout and providing evidence for decision-making, the report warns that its effectiveness depends on embedding it within a broader educational strategy that addresses the structural causes of the problem. Outstanding challenges include improving the quality and interoperability of data, ensuring transparency and accountability in its use, mitigating bias, and strengthening coordination among public, private, and international actors. The document offers recommendations to ensure that data-driven policies respect human rights and respond to the complex contexts of Mexico and Latin America.
